It’s more than measurement. First identify target and define key performance indicators (KPI), some probably can quantify but some might only qualify, to measure performance. Then based on data analyzed and metrics, we can take appropriate strategic action to reach the target and manage performance. (Monitoring, Managing, Metrics)
KPI is the most important thing manager wants to measure, so what kind of data needed to collect depends on elements affecting KPI.

Therefore, instead of sampling, now we can observe the whole population interacting. Web is like a laboratory for pulse of humanity. Since data out there is unstructured, the quality of data or whether the data can generate useful information relies on data profiling and cleansing.
